VALES POINT POWER STATION AND ASH DAM

CIVIL MAINTENANCE

SUMMARY OF SPECIFICATION

The following summary indicates the general nature of the Works for which The Principal desires Tenders to be submitted and is issued to enable Contractors to make an assessment whether the Specification documents should be obtained from The Principal for the purpose of submitting a tender response. It does not form part of the Specification and should not be included as part of the Tenderer's offer.

PURPOSE OF WORK

The works required under this contract includes two (2) separable portions for a period of two (2) years at Vales Point Power Station and Ash Dam. They are as follows:

Portion 1 is for the supply of civil preventative and remedial services to Vales Point Power Station site

Portion 2 is for the spreading, formation and compaction of soil delivered to the Vales Point Ash Dam Site
Upon successful Practical Completion of the Works within this agreement and a review of the Contractor’s performance, a further agreement may be negotiated, at the discretion of the Principal.
LOCATION OF SITE

The Vales Point Power Station is located on the southern shore of Lake Macquarie, approximately 130 km north of Sydney, New South Wales, and approximately 3 km off the Pacific Highway North of Doyalson.

EXTENT OF WORK

The extent of the work is for two (2) portions.

Portion 1 consists of four (4) elements and are as follows:

(i) Element 1 – Building and Civil Maintenance
The Contractor must provide qualified Personnel, equipment and resources, as required, as per the relevant codes, standards and referenced documents listed in this Specification and provide all required materials to provide general preventative and remedial building and civil maintenance services at Site as directed;
(ii) Element 2 – Fencing Maintenance
The Contractor must provide qualified Personnel, equipment and resources as required, as per the relevant codes, standards and referenced documents listed in this Specification and provide all required materials to provide general fencing maintenance services at Site as directed;
(iii) Element 3 – Land Maintenance
The Contractor must provide qualified Personnel, equipment and resources as required and as per all relevant codes, standards and referenced documents listed in this Specification and provide all required materials to provide general land management, noxious weed and asset protection zone works (APZ) at Site as directed; and
(iv) Element 4 – Site Roads Maintenance
The Contractor must provide qualified Personnel, equipment and resources as required and as per the relevant codes, standards and referenced documents listed in this Specification and provide all required materials to provide general road works at Site as directed.
Portion 2 consists of two (2) elements and are as follows:
(i) Element 1 – Soil Moving
The Contractor must provide qualified Personnel, equipment and resources as required and as per the relevant codes, standards and referenced documents listed in this Specification to provide soil spreading, formation and compacting services at Site as directed.
(ii) Element 2 – Additional Equipment for Ash Dam Maintenance
The Contractor must supply additional equipment at the direction of the Principal, to undertake land preventative maintenance activities that includes, but is not limited to, slashing of grass and weeds, removal of saplings and bushes, trimming and removal of trees.
INSPECTION OF SITE

All Tenderers must attend a mandatory Pretender meeting to be conducted at 10:00 am on 29th September 2020 at Vales Point Power Station. Companies who do not attend the mandatory Pretender meeting will not be eligible to submit a Tender.

Visitors to the Site must provide and wear their own safety hats, safety footwear, protective safety eyewear (clear glasses), long sleeved shirts (hi-vis) and long trousers or combination overalls (hi-vis).

At this common 'On Site' meeting, all Tenderers will be taken on an inspection of the Site in order for them to make themselves familiar with the conditions thereon and the rules and procedures applying to the Site.

It is expected that all companies have downloaded and reviewed all documents pertaining to the works prior to the site inspection.

Proof of identity will be required prior to entry.

DRAWINGS

The specification for contract number C5365 includes drawings. To access these drawings, please email tenders@de.com.au. Drawings will be provided via a secure Objective Connect workspace.

By using the Objective Connect workspace for drawings you agree to Delta Electricity’s Intellectual Property Rights which means Delta Electricity shall own all intellectual property, including technical information, know-how, copyrights, models, drawings, specifications, manuals, reports, prototypes, inventions and software developed by the Contractor in performance of the works within the specification.

COMMERCIAL CONDITIONS
The commercial conditions will be in accordance with the Conditions of Quoting and Conditions of Order. These documents can be found under the Delta Electricity Website.

Accredited Representatives of the firms proposing to submit a Tender wishing to attend the pre-tender site meeting will contact the Procurement Facilitator named below via email providing the name, company, position and mobile phone number of each accredited representative at least 24 hours prior to the meeting. A maximum of two people per company due to the Covid-19 is allowed to attend.

TENDER CLOSING DATE

Tenders will close at 1.00pm on Friday the 16th October 2020 at Vales Point Power Station.
