VALES POINT POWER STATION

ABRASIVE BLASTING AND LOCTITE APPLICATION

SUMMARY OF SPECIFICATION

The following summary indicates the general nature of the Works for which The Principal desires Tenders to be submitted and is issued to enable Contractors to make an assessment whether the Specification documents should be obtained from The Principal for the purpose of submitting a tender response. It does not form part of the Specification and should not be included as part of the Tenderer's offer.

PURPOSE OF WORK

The Contractor is responsible for dry film thickness testing, mechanical surface preparation, supply and application of Loctite wearing compounds to worn pulveriser mechanical components as required, for a (2) two year period at Vales Point Power Station.

LOCATION OF SITE

The Vales Point Power Station is located on the southern shore of Lake Macquarie, approximately 130 km north of Sydney, New South Wales, and approximately 3 km off the Pacific Highway North of Doyalson.

EXTENT OF WORK

The Contractor will be required to carry out but not be limited to the following works:

a) Mechanical removal of previously applied wear compounds from components as required;

b) Surface preparation of components via abrasive blasting to achieve required surface profile as per product requirement;

c) Application of Loctite wear products as required;

d) Supply of Loctite wear products as required;

e) Supply of all equipment required to carry out above works including safety and PPE;

f)  Work in cooperation with The Principal’s employees who will be working on the same plant concurrently;

g) Access to some plant components will be via confined space access and the Contractor will need to have undertaken an accredited confined space training course prior to works commencing;

h) Work to a quality assurance system based on ISO9001.  Surface preparation and coating application should be carried out as per the requirements of AS3894 and other relevant standards;

i) Applied coating thicknesses are to be recorded in detail and to achieve this, The Principal has a pre-established set of check sheets which are considered to be the minimum acceptable standard however, continual improvement is expected to take place on these. Sample check sheets have been attached as an appendix to this specification;

j) Survey and inspection of previously coated components and recommendation of repairs;

k) Due to production requirements, the plant may be unavailable for work on short term notice however The Principal will provide the Contractor a minimum of 48 hours’ notice of cancellations where possible.
INSPECTION OF SITE

All Tenderers must attend a mandatory Pretender meeting to be conducted at 09:00 am on Wednesday the 3rd June 2020 at Vales Point Power Station Canteen. Companies who do not attend the mandatory Pretender meeting will not be eligible to submit a Tender.

Visitors to the Site must provide and wear their own safety hats, safety footwear, protective safety eyewear (clear glasses), long sleeved shirts (hi-vis) and long trousers or combination overalls (hi-vis).

At this common 'On Site' meeting, all Tenderers shall be taken on an inspection of the Site in order for them to make themselves familiar with the conditions thereon and the rules and procedures applying to the Site.

It is expected that all companies have downloaded and reviewed all documents pertaining to the works prior to the site inspection.

Proof of identity will be required prior to entry.

COMMERCIAL CONDITIONS

The commercial conditions will be in accordance with the Part 2 General Conditions of Contract.

Accredited Representatives of the firms proposing to submit a Tender wishing to attend the pretender site meeting will contact the Principal representative named below via email providing the name, company, position and mobile phone number of each accredited representative at least 24 hours prior to the meeting. Due to the Covid-19 Pandemic, a maximum of two people per company is to attend.

Quotations will close at 1.00pm on Friday the 26th June 2020 at Vales Point Power Station.
