In August 2007, Delta Electricity lodged an Environmental Assessment with the NSW Department of Planning to construct a rail coal unloader at Pipers Flat, near Mt Piper Power Station, in Western New South Wales.
The proposed rail coal unloader will help ensure adequate supplies of coal for lifetime Mt Piper and Wallerawang Power Stations. The power stations will have a longer life than the mines nearby. Because large quantities of coal will be needed, it is safer and more economical to transport the coal by train.
Environmental studies
In order to prepare the proposal, engineering and environmental consultants SKM completed technical feasibility studies and conducted an assessment of the potential environmental effects of the proposed facility.
The findings of the Environmental Assessment suggest that the visual, air quality and noise impacts can be effectively managed both during the construction phase and during periods of operation.
The Environmental Assessment also includes a draft Statement of Commitments which spells out actions to reduce the potential impacts of the construction and operation of the facility.

Community consultation
As part of the Environmental Assessment process, a community consultation was conducted. Newsletters were distributed to community members and public displays and information sessions held at Portland and Wallerawang. Community members provided feedback to the consultants and to Delta managers. Subsequent meetings were held with some community members to discuss other potential sites in more detail.
The final Environmental Assessment report (EA) was placed on exhibition and community members were invited to provide their comments to the NSW Department of Planning.
Following the EA's exhibition, a number of submissions were received and in response, Delta prepared a Submissions Report, addressing the matters raised. This Report was provided to the Department of Planning in August 2007.
Following a meeting with the Minister for Planning in August 2007 which was attended by DoP officers, Delta staff and members of the local community, it was agreed that both an alternative location and measures to address concerns about increased noise in Portland would be considered in more detail.
The DoP subsequently requested Delta to undertake additional studies the results of which were sent to the Department in April 2008. As at 30 June, 2008 no decision has been taken to approve this project.
